A workaround is to disable Instant Replay and change settings then enable Instant Replay. Look at your clocks in GPUz, they are screwed, 17.41 it’s probably corrupting the signal sent to the card asking for insane clocks when multiple programs are polling the hardware and accessing or interrupting the card.

Radeon ReLive will not allow recording settings to change with Instant Replay enabled. None of them work with the driver anyway.

That’s not necessarily bad advice. Sorry about it, but could you explain that option?
